Highway Construction Careers Training Program
Program Mission
The mission of the Highway Construction Careers Training Program (HCCTP) is to increase minority and female participation in the construction trades.
Classes
New classes begin every August and January. They meet each Tuesday through Friday from 7:30 a.m. to 3:50 p.m. at the East St. Louis, Wyvetter Younge Campus.
Paid Training
The HCCTP is a unique and PAID skills training course that includes mathematics and reading development, tool and equipment use, and introduces a student to most construction industries.
While attending the 450 hours of training, students receive:
- Stipend of $10 per hour
- Tools and equipment
Eligibility
To be eligible for the PAID Highway Construction Careers Training Program, you must:
- Have a high school diploma, high school equivalency certificate, or GED
- Have a valid driver’s license
- Meet the minimum assessment score
- Interview satisfactorily with the program staff
- Test drug free

Training Program Details
This program, offered at the East St. Louis Wyvetter Younge Campus, was developed jointly through SWIC’s Construction Management Technology program and their Adult Education and Literacy Department. The Illinois Department of Transportation funds the HCCTP through an intergovernmental grant agreement. SWIC and the Illinois Department of Transportation do not guarantee employment upon a trainee’s completion of the HCCTP.
