American Rescue Plan Act
On March 11, 2021, President Biden signed the American Rescue Plan Act of 2021 (ARP) (Pub. L. 117-2).
This act provides institutions with significant discretion on how to award emergency assistance to students. The statutory requirement is that funds must be used to cover expenses related to their cost of attendance (i.e. tuition, fees, books, supplies, transportation, room/board, and miscellaneous personal expenses). Funding is to be distributed within one year from the date the Certification and Agreement is approved.
